Now that President Donald Trump and Elon Musk’s Department of Government Efficiency swiftly shuttered the U.S. Agency for International Development, the administration may soon set its sights on two other agencies it has targeted for dismantling—the Consumer Financial Protection Bureau and the Department of Education.

Since Congress established both agencies, any attempt to abolish them through executive action, and not legislation, would surely invite strong legal challenges and may ultimately be struck down in the courts, legal experts say. And while Trump may not fully “delete” the agencies, as Musk has said he wants, Trump could still cripple them by installing leadership willing to flout the agencies’ duties or greatly reduce their workforce.
