Fali Nariman Memorial Legathon Legislation Drafting Competition offers a platform for talented individuals to come together and engage in the process of creating and drafting legislative bills.

This competition encourages the exchange of ideas and experiences and invites law students to draft proposed legislation.

Topic

“Public Service Efficiency Act: Standards, Metrics, and Enforcement”

In an increasingly interconnected world, efficient public service delivery is essential to ensuring the well-being of citizens and fostering trust in government institutions. However, delays, inconsistencies, and gaps in service quality can impact lives and undermine the social contract. This legislation drafting competition challenges participants to craft a legislative framework that mandates clear, enforceable standards for essential public services, establishes performance metrics, and empowers oversight mechanisms to ensure accountability.

Objective

Participants will design a comprehensive “Public Service Efficiency Act” aimed at ensuring that government agencies meet defined service standards. The proposed legislation should:

  • Identify core public services (e.g., healthcare, education, infrastructure maintenance, water, and sanitation) that require standardized service delivery metrics.
  • Define clear, measurable performance standards and timelines for these services.
  • Incorporate an accountability structure, outlining the roles of agencies in monitoring and enforcing standards.
  • Propose penalties and incentives to encourage compliance and maintain service quality.

Competition Overview

  • Participants/Teams have to submit a Statement of Objects and Reasoning while applying for the competition. The draft of Statement of Objects and Reasoning shall not be more than 500 words.
  • Drafts received from the participants/teams shall be reviewed by the team of experts. Only 5 teams will advance to the next stage. The teams shall be informed via email about their progress to the next stage.
  • The participants/teams then shall prepare a draft of the legislation with a PowerPoint presentation covering the highlights of their drafts. The presentation may include a summary or abstract explaining the purpose and key provisions of the draft and visual aids (flowcharts, timelines, etc.) to clarify how the law would be implemented and enforced.  
  • The draft of the legislation with presentation shall be reviewed by a panel of experts which will include a retired judge, bureaucrat, policymaker and an academician.
  • The results of the competition shall be announced at Vidhi Utsav – The Festival of Law and Legal Literature on Saturday, 22nd February, 2025 at Constitution Club of India, New Delhi.

Submission Guidelines

  1. The Draft shall be in English language only.
  2. The Draft shall not exceed more than 25 pages, excluding the cover page.
  3. The Draft should not reveal the identity of participants, in any manner whatsoever. While submission, only the team code which will be given by the organizers should be mentioned as a mark of identity.
  4. Formatting –
    • Font Style – Times New Roman
    • Font Size – 12
    • Line Spacing – 1.5
    • Alignment – Justified
    • Paragraph Spacing – 0 pt. before and after
    • Margin – One inch margin on all sides.
  5. Submission shall be made in .pdf formats only. No other format would be considered and will lead to direct disqualification.
  6. Teams are requested to send their soft-copies on or before the provided date on the given subject matter only.
  7. The submission must be made with the subject “SUBMISSION FOR LEGATHON LEGISLATIVE COMPETITION (Team Code-XX)” at info@oakbridge.in.
  8. Submission after the given deadline would lead to disqualification of the participant(s).
  9.  Clarifications shall be sent to info@oakbridge.in. with the subject “CLARIFICATIONS FOR LEGATHON LEGISLATIVE COMPETITION- (Team Code-XX)”.

Eligibility

The Competition is open to all law students pursuing LLM or LLB. (3-Year or 5-Year course).

Location

Submissions of the documents shall be done online. The winners of the competition will be announced on 22 February 2025 at Vidhi Utsav, Constitution Club of India, New Delhi. Participants will bear their own travel expenses to the venue.

Registration Procedure

Participants shall register themselves for the competition by submitting the form mentioned at the end of this post.

Maximum Participation of 10 teams will be allowed. Only one team will be allowed from a college/university. The participation will be allowed on a first come-first serve basis.

The participants have to submit “Statement of Object and Reasoning” while filling up the form.

Fee

Participation is free to the competition.

Prizes

  • Winner: The Individual/Team shall be awarded a prize of INR 25,000/- (Indian Rupees Twenty-Five Thousand Only).
  • First Runners up: The Individual/Team shall be awarded a prize of INR 15,000/ – (Indian Rupees Fifteen Thousand Only).
  • Second Runners up: The Individual/Team shall be awarded a prize of INR 10,000/ – (Indian Rupees Ten Thousand Only).
