Alberta-US Pipeline signed deal impact??

I am not knowledgeable about Canadian politics but is seems like the whole story is being suppressed about a deal signed, this week, between Alberta and the US for a major oil pipeline. It is not the politics that I am interested in even though it is fascinating. It is the impact of the deal on the markets.

What impact would a direct oil pipeline from Alberta into the US have on the markets?
