Havelsan, Türkiye shipyard CEMRE sign MoU for hybrid USVs


Technology company Havelsan has reached a strategic partnership with Türkiye private shipyard CEMRE to cooperate on the development of hybrid and submersible autonomous uncrewed surface vehicles.

The two parties signed a memorandum of understanding (MoU), which encompasses the process from design and development to prototyping, production, and marketing of the vehicles.

The MoU is named “Cooperation Protocol on the Design, Development, Production, and Marketing of Hybrid and Submersible Autonomous Unmanned Surface Vehicles” and outlines the scope of this agreement.

This agreement signifies CEMRE shipyard’s inaugural venture into uncrewed military maritime platforms.

The collaboration will first concentrate on finalising the ÇAKA H-USV for production, with intentions to investigate various models and adaptations in later stages.

The CAKA H-USV will be equipped with Havelsan’s autonomous systems, networked capabilities, and uncrewed technologies.

Designed for stealth with low detectability and quiet operation, the vehicle is capable of functioning both on the water’s surface and beneath it.

In a statement, Havelsan said: “This collaboration not only reaffirms Havelsan’s depth of expertise in autonomous systems and uncrewed naval technologies but also represents a determined step toward bringing those capabilities into operational use.”

The alliance marks “another step forward in its high-speed Kamikaze USV (KUSV) concept” for Havelsan. The KUSV concept was initially unveiled as a prototype at IDEF 2023.

Earlier in July 2025, Havelsan international business development and marketing vice president Şevket Ünal remarked that the company achieved its first product export to a European Union nation last year by supplying high-tech e-maritime solutions to Romania.

CEMRE shipyard is known particularly in the European market, for its environmentally friendly zero-emission and methanol-powered custom-built commercial vessels.

The MoU comes after CEMRE obtained Military Shipbuilding Certification in June this year.
