Employer Law Update: Governor Kehoe Signs Repeal of Missouri Paid Sick Leave Law


On July 10, 2025, Governor Kehoe signed off on the repeal of the new paid sick leave law in Missouri.  In May, the Missouri legislature—through HB 567—repealed the paid sick leave law that had previously been approved by Missouri voters via ballot initiative at the end of 2024.

That new law from 2024 made material changes to Missouri’s minimum wage law (including a provision to increase the minimum wage to $15.00 per hour and each year thereafter according to the CPI).  It also created, for the first time in the state’s history, a paid sick leave law requirement for all businesses.

The minimum wage changes took effect in January 2025 and the new paid sick leave law took effect in May 2025.  However, HB 567 largely unwinds those minimum wage changes and includes a wholesale repeal of the paid sick leave requirements.

Governor Kehoe’s signature on HB 567 has been expected, given previous statements of public support.  However, because HB 567 does not have an emergency clause, the repeal of the new paid sick leave law will not take effect until August 28, 2025—meaning, employers in Missouri will still need to comply with the new paid sick leave law until then.
